Warren County board authorizes contract negotiations with LaChase SGS for new elementary school

The Warren County Schools Board voted to authorize staff to enter contract negotiations with LaChase SGS to serve as construction manager at risk (CMAR) for the district’s consolidated elementary school project.
Dr. Carrington and district staff described the procurement process: a request for qualifications produced six responses, four firms were shortlisted and interviewed on Jan. 7 using a standardized scoring rubric, and a five‑person selection committee that included the district architect and project manager from NEMA ranked LaChase SGS highest. "When we ranked, ... number 1 was the number 1 choice among all 5 people," a district presenter said, describing the committee's unanimous top ranking.
District staff highlighted reasons for the recommendation: LaChase’s demonstrated team cohesion at the interview, experience as a CMAR in other school projects, the firm’s preconstruction approach to identifying cost savings, and the ability to commit to a guaranteed maximum price. Board members asked about selection criteria and committee deliberations; staff said interviews were in person and allowed the committee to evaluate both technical qualifications and team chemistry.
Board member Long moved and Talley (second) supported the motion to proceed with negotiations; the chair called for aye votes and announced the motion carried. District staff said they will return to the board with the negotiated contract for formal approval before construction begins.
