The City Council unanimously approved a revised Community Benefit Fund (CBF) review process to start in 2025 that establishes an annual timeline, an application form, staff and Citizens Advisory Commission review steps, council prioritization and joint city-port committee consideration.
City staff described a five-step cycle: an application period beginning around Feb. 1 with about a 45-day window to apply; staff review for alignment with CBF categories; CAC review and recommendations; council consideration and prioritization; and direction back to the joint city-port committee for final negotiation. Staff and the CAC will require applicants to describe intended outcomes and measurable metrics, and staff said the application will ask whether organizations are registered nonprofits or plan to use a fiduciary agent. Council members sought clearer guidance about typical award sizes and outreach so smaller community groups can successfully apply; staff said application guidance and an outreach plan will accompany the online form. The council voted unanimously to adopt the procedural changes and directed staff to finalize application language and outreach steps ahead of the Feb. 1, 2025 opening.
