City staff updated the Port Hueneme City Council on the Channel Islands Harbor dredging project, which is intended to replenish sand on Hueneme Beach. Staff reported a recent permitting snag involving differing expectations between the U.S. Army Corps of Engineers and the state water board (Section 401 requirements). That disagreement briefly threatened the project’s schedule, and staff and regional partners have been convening state and federal stakeholders to resolve the matter.
"The good news is we've now been told that that issue is being successfully worked through," staff said, but they added that the estimated start date may slip from November to December because of the permit coordination work. Staff stressed the council and local advocates should continue targeted outreach to preserve schedule and sand‑amount objectives. Councilmember Gama pressed for clear quantities; staff said bid materials list a minimum of 1,600,000 cubic yards with a project target of roughly 2,400,000 cubic yards and that the city is advocating to ensure the larger target is met.
Given the vulnerability of the project window and the broad permit implications, staff recommended authorizing the mayor to sign letters to state and federal representatives when needed to advocate for timely completion. Councilmember Hernandez and others supported continued advocacy and coordination with the county, the Port and Channel Islands Harbor authorities. The council unanimously authorized the mayor to sign letters on behalf of the city as needed.
Staff emphasized the issue is part of a larger, coastwide permitting change that could affect many dredging projects; the council recognized the county and harbor district as lead agencies for project delivery but approved the authorization to sign advocacy letters to support timely resolution.
