"We managed to balance the budget without an admission fee and without parking fees," the city manager’s staff said, citing improved sponsorship relations and a smaller footprint that reduced contractor costs.
Councilmembers asked about attendance estimates, staff hours and the $25,000 donation to Police Explorers. Staff said the city has not historically taken formal attendance counts but estimated roughly 20,000 attendees over two days; the donation was included in budget calculations and staff time will be noted in future budget presentations. Councilmember Hernandez recommended more frequent committee updates and earlier planning to avoid last‑minute changes.
The city manager proposed moving the 2025 festival to the weekend of July 12–13 to serve as a summer kickoff; staff recommended maintaining the two‑day format after analysis showed a single‑day event would reduce sponsorship revenue and not substantially cut costs. Councilmember Martinez moved to authorize staff to plan the 2025 Hueneme Beach Festival under the proposed structure and dates; the motion was seconded and passed unanimously.
The council also discussed operational improvements staff plans to address next year, including attendance tracking, enhanced vendor communications and better sponsor recognition. Staff will return with planning details and a budget for council review.
