Staff said the city attorney reviewed the draft and recommended removing location references and keeping quorum language, and flagged two footnote links that were broken. The revisions also replace a staff role reference in one section with a planning manager or deputy community development director to reflect current practice.
The commission’s action is procedural: the amendments to the rules of procedure take effect as adopted Feb. 24, 2026. A staff member who presented the revisions said the changes were limited to the procedural text and did not alter substantive land-use policy.
