Commissioner comments noted the company’s willingness to commit to the $75,000 CBA; Orlando (Harlingen Economic Development Corporation) told the commission HEDC supports the project and views it as a low‑traffic use that could generate property tax revenue while acting as a buffer between railroad lines and nearby neighborhoods.
A motion to approve the ordinance subject to completion of the CBA and selection of a project carried by voice vote. Commissioners expressed that the CBA requirement be finalized before any developer permit is acted on.
The ordinance allows the unmanned battery storage use in the light‑industrial district with the stated condition; additional implementation steps, including execution of the CBA and project selection, remain.
