Commission forwards Valley Baptist Hospital enterprise-zone nomination for governor approval

Harlingen’s City Commission voted to nominate VHS Harlingen (Valley Baptist Hospital) to the Office of the Governor as a Texas Enterprise Zone project after a public hearing and staff presentation.

At the hearing, Orlando of the Harlingen Economic Development Corporation explained that the Enterprise Zone program incentivizes private capital investment and job creation in economically distressed areas. Orlando said Valley Baptist is planning a $15,000,000 investment over five years to upgrade facilities and bring in new equipment to improve hospital services. He told the commission the designation would make the hospital eligible for a rebate on the state portion of sales and use tax for qualifying purchases.

Commissioners asked for details about where equipment would be purchased and what remodeling the project would include. Nicola Cola, representing the applicant, said purchases would be made for the Harlingen facility but did not provide an itemized equipment list on the floor; she said remodeling specifics are in the applicant’s project description and that the 490 retained‑jobs figure in the application is the number used to establish benefits for the application. Cola said the incentives listed in the ordinance are illustrative and not binding; final designation is subject to the governor’s office review.

The commission moved and approved the ordinance to forward the nomination to the governor’s office by voice vote.

The nomination advances the hospital’s application; the governor’s office will make the final determination on designation and any tax‑rebate eligibility. The commission’s action was procedural — it forwards the nomination rather than granting state incentives directly.
