Osseo Public School District presents four draft boundary scenarios, affecting up to about 3,700 students

Dr. Heil, superintendent of the Osseo Public School District, told a community meeting that the district is presenting an initial set of four attendance-boundary scenarios to respond to uneven enrollment and building capacity across the district.
"This is just our first version of scenarios being presented to you tonight," Dr. Heil said, stressing that the district has not chosen a plan and wants community input before finalizing any boundary changes.
John Norstead, the district's executive director of finance and operations, outlined the community-built parameters used to craft the scenarios, including student–teacher targets set by the school board, transportation and building-utilization constraints, projected enrollment, demographic balance, and the aim to keep neighborhoods intact where possible. "As you can see, this is a pretty thorough list of parameters," Norstead said.
