Ms. Medley, who led the presentation, said the pilot focused on San Jacinto Neighborhood outreach and partnered with four local veterinary clinics and Texas Tech Vet School. "We issued 87 of them. Redeemed were 52%," she said, describing outreach tactics (interpreters, ride arrangements) and fraud-prevention measures such as requiring microchipping and recording microchip numbers on vouchers.
The pilot cost about $8,400 in partner reimbursements; vaccinations and microchipping were covered by donations and partner clinics. Staff proposed scaling to four voucher events per year with 150 vouchers per event (a baseline operating cost of about $30,000 per event and $120,000 per year) and building community partnerships to increase clinic capacity and redemption.
Council members asked for more data but generally praised the program's design. One councilmember noted a multi-year decline in animal intakes at the shelter and a correlation with microchipping efforts. Staff said the city has seen lower intakes in recent years and that microchipping has helped return animals to owners before shelter intake.
Council asked staff to include clear performance metrics and return with a plan for funding, clinic partnerships and a schedule for expanded events if council approves the recommendation.
