Law director proposes vacant‑building registration and property‑maintenance updates; council to review in November

Valerie Van Volkmar, the village law director, told the council she is proposing two ordinance drafts for council review in November: Ordinance No. 30 would add a chapter to Title 3 to require registration of vacant residential, commercial and industrial buildings and provide a mechanism for inspection; Ordinance No. 31 would revise Chapter 13.35 of the codified ordinances to address property maintenance and short‑term rental properties.
Van Volkmar said the drafts were informed by an existing Hamilton city ordinance and that the proposed registration and inspection mechanism is primarily a public‑safety measure. "It provides for a mechanism for registration and for inspections, basically by the fire department, especially in bringing in the building department if the fire department feels those are necessary," she said.
She also told council that if members preferred, the office could break the large draft into smaller, more focused ordinances rather than submitting a single, sweeping amendment. Council and the law director agreed to allow members time to review the materials before taking up the ordinances in November.
