Clarkdale OKs $220,000 design contract for reclaimed waterline to serve parks and cemetery

Clarkdale's council authorized an additional‑services agreement not to exceed $220,000 for engineering design of a reclaimed waterline that would serve Selma Mangini Park, Mungini and Town Park and, potentially, a portion of the Valley View Cemetery.
Public Works Director Lou Anderson told the council the town was awarded $165,000 toward the $220,000 design cost and staff proposed covering the remaining $55,000 from funds already budgeted for the 3rd North Sewer project. "We've also talked to the town engineer... once we build the purple pipe and get that to our town park and... Mungini, we would save approximately 7 acre feet per year of potable water," Anderson said.
The design contract would allow scope and coordination for future construction grant applications; staff said the design-only approach makes the project more competitive for construction funding. Council member questions focused on whether the design could be staged so future extensions (to other parks or the cemetery) could be added later; Anderson said the design will be partitioned to accommodate phased construction.
Council member O'Neil moved to approve the proposal from Ardura for the design, with authorization for the town manager to execute documents and change orders up to the $220,000 cap. The motion passed by unanimous voice vote.
Next steps: staff will execute the design ASA, complete engineering, and seek construction funding to build the purple-pipe network for reuse irrigation.
