- Mutual-aid agreement (Resolution 2026-036): Council authorized the city to enter an amended Michigan Mutual Aid Box Alarm System Association agreement (MIMABAS) to strengthen mutual fire-response capabilities; staff said the amendment is largely a name change and updates a 2016 agreement. (Moved and approved unanimously.)
- Tree inventory and management plan (Resolution 2026-040): The council approved Davie Resource Group’s proposal for a tree inventory and management plan for $36,735, funded by a Michigan DNR grant (Inflation Reduction Act). Director West said the contract uses approximately 25% of the awarded grant and that the city has additional project scopes ready. "We already have all of the projects scoped," she said.
- Park structural stairway repairs (Resolution 2026-042): Council approved a contract for municipal stair repairs to Shopke Consulting LLC. The packet lists the contract amount as $1,081,180; the audio transcript contained extra trailing zeros in one readback (transcribed as $1,081,180,000), and staff confirmed the intended figure is $1,081,180.
- Storm-infrastructure rehab change order (Resolution 2026-043): Council approved a $25,288 change order for pipeline repairs to cut protrusions in pipe to prevent debris buildup; staff identified locations on Elm and Roosevelt streets and others.
- Facility security upgrades: After extensive debate about cloud-based versus on-premise camera systems and whether to install cameras at the Freight House, council approved only the police department security upgrade portion (approved for $27,023) and tabled the Freight House and city-hall camera decisions for further cost analysis, vendor details and outreach. Staff said the Freight House had experienced several larcenies prompting consideration of a small number of cameras for building security; some councilmembers and public commenters raised privacy and surveillance concerns for shelter guests.
Votes were recorded by roll call in the meeting packet; most motions passed unanimously. Council asked staff to return with further cost comparisons and implementation details for items tabled or requiring additional legal review.
