Commission recommends CAPER for program year 2023, citing CDBG investments

The Planning and Zoning Commission recommended that City Council approve the city's Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2023, a staff report on outcomes from the Community Development Block Grant (CDBG) program. Kristen (staff) said the CAPER reports that the city began design work on Parkway Drive and selected a contractor for a streetlight program; the work on some projects began after the program year closed.
Kristen said the city provided about 48 youth scholarships, spending roughly $3,000 on that program, and that Workforce Solutions funding helped six residents access job training and the transportation to get there. "For the whole year, a little more than $130,000 was expended to help our low- and moderate-income residents in the city," Kristen said. She asked the commission to recommend the CAPER to council so the city can submit the report to HUD for review.
A commissioner moved to recommend the CAPER; the motion was seconded and approved by voice vote. The CAPER will be forwarded to City Council next week for final approval and then submitted to the U.S. Department of Housing and Urban Development.
