Lincoln County adopts update to internet and email policy to comply with new state law

The Lincoln County Board of Commissioners voted to amend Chapter 13 (Internet and email use) of the county personnel policy to bring county policy into compliance with Session Law 24‑26 §7.
County Attorney Megan Gilbert and HR staff said the law, effective Oct. 1, requires all local governments to adopt a policy prohibiting the viewing of specified content on government networks and devices and to update related policy language. "That law ... required that all governments adopt a policy no later than 01/01/2025," Gilbert said, and staff drafted section 13.6.0.1 and made additional amendments throughout Chapter 13 so the county policy reflects the statutory requirements and current technology use.
Commissioner Lineberger moved to adopt the resolution; the board voted in favor by voice vote with no recorded opposition. Staff said the amendment was prepared with input from HR and the county CIO and is intended to implement statutory requirements and common operational safeguards for county networks and devices.
The adopted amendments add the explicitly required provisions and integrate those rules into the county’s existing Internet and email use policy; staff will finalize administrative procedures and notify employees of the change.
