Spencer County outlines multi‑year school renovation plan; board approves Alliance as construction manager and signs two pay applications

He warned that some projects are tightly interdependent. For example, a plan calling for about 170 geothermal wells at Austin County Elementary will be constrained by rig availability and weather; Rucker said the district must sequence geothermal field work and roofing/renovations to avoid rework. He also summarized a roofing product trial at North Laurel with 14 months of service and no leaks.
Board action followed the facilities presentations. Staff asked for approval of two pay applications: Sherman Carter Barnhart (early learning center renovation) for $1,260 and Concept Design LLC (Spencer County Middle School renovation) for $17,215.91. The board moved, seconded and approved both invoices unanimously.
The board then considered three construction management RFP responses (Codell Construction, Alliance Corporation and Showerman Construction Management). Staff recommended Alliance Corporation for its design support to aid repackaging and rebidding for competitive bids. The board approved Alliance unanimously; staff noted the KDE construction manager fee schedule applies (about 1.9% in the $20–25M band).
Other approved items: the board agreed to a $6,316.44 elevator repair at Spencer County Middle School and approved Lakeshore Speech as a new vendor for district services. The board also approved a high‑school FCCLA trip to Orlando.
Why it matters: Rucker and administrators said the district is at a pivotal moment — aging systems, limited campus space and rapid local growth mean the board must weigh which projects to fund and when to tap bonding capacity. An administrator told the board the district’s bonding potential has increased sharply in recent years and staff should consult a bonding advisor to evaluate borrowing options.
Rucker urged the board to plan property acquisition soon because available acreage in Spencer County is shrinking; he recommended early public input as project scopes and priorities are set.
