Planning staff had recommended approval, saying the developer’s concept included masonry facades, landscape buffering and a six‑foot screening wall along the school boundary to reduce visual and noise impacts. “The Department of Planning and Development Services does recommend approval as the request is compatible with surrounding uses,” planning staff told the commission during the public hearing.
