Mansfield EDC outlines wave of projects: Klein Tools expansion, stadium progress and multiple industrial and retail developments

The Mansfield Economic Development Corporation spent a substantial portion of its Oct. 7 meeting on project updates and development agreements, detailing several large industrial, retail and entertainment projects that EDC staff said will shape the city’s growth in the coming years.

Staff (Jason) said Klein Tools is advancing a phase‑2 package with a 125,000‑square‑foot Class A office for global research and development, 460,000 square feet of warehouse/manufacturing space and about 400 new jobs, with a minimum capital investment of $100 million under its agreement. The office component’s timing depends on state incentives through the Texas Enterprise Zone program.

Jason summarized a number of other projects: a lab‑and‑office facility branded in the packet as Verdecium (phase 1 ~145,000 sq ft with robotic labs and incubation space); a name‑change/assignment for Stallion Labs to Mansfield 360 Land Investments (with dates aligned to Heritage Parkway South delivery); Crystal Window & Door seeking extensions due to a shift from EB‑5 financing to traditional financing for a 650,000‑sq‑ft regional headquarters and manufacturing complex and an estimated 500 new jobs; and Superstudios, a film/studio development on EDC land required to be under construction by year‑end or face reverter rights in March.

The board heard details about High 5, an entertainment venue south of Stadium Plaza with indoor attractions and a rooftop concert venue for 600–800 people expected to open in mid‑2026, and the Watermill District downtown redevelopment where phase 1 demolition and asbestos abatement are complete and staff estimates phase 1 could generate roughly $750,000 in first‑year tax revenue (the site historically produced about $11,000 combined property and sales tax). Staff also highlighted the stadium project — funded by voter‑approved revenue bonds and planned development district tools — and a possible designation as a World Cup base camp, which would bring visiting teams and media and generate rent revenue while limiting general event use during that period.

“...we asked the voters to fund up to $75,000,000 in rev sales tax revenue bonds, and the voters approved it,” Jason told the board, describing the stadium funding structure and ongoing infrastructure investments tied to TERS/380 agreements intended to capture future revenue for debt service and project support.

Developers Brian Berry and Mark Godfrey attended to answer questions on a commercial project presented as an amended and restated agreement with 6.44 Holdings; the board later approved that amendment and several other developer‑specific actions during the meeting.

What this means: The EDC’s project pipeline includes substantial private investment and public infrastructure commitments that staff said will generate jobs, new tax revenue and long‑term development capacity for Mansfield. Several items will require forthcoming city council approvals or performance milestones before incentives or reimbursements are paid.

Next steps: Staff will bring formal agreements, timing updates and any procurement matters requiring council approval back to the board and to city council as required by each agreement.
