Council approves Broad Street PD on first reading after amendments requiring masonry, sit-down restaurant and staff conditions

Mansfield City Council on Oct. 13 approved on first reading a planned development (PD) rezoning for roughly 5.7 acres at Cannon Drive and East Broad Street that will allow two drive-through eating establishments, a masonry-screened car wash and other local commercial uses, subject to several amendments and staff recommendations.
The applicant, Blazing Hospitality, presented a concept plan showing a fully screened car wash building, a sit-down restaurant on the primary parcel and two smaller drive-through kiosks. The applicant provided example elevations and said vacuum bays and equipment would be contained behind masonry screening. "Everybody would be inside the building," the developer said when asked by council about vacuum operations.
Staff recommended design requirements above code for the corridor, including a minimum of 70% masonry on building facades, a 6-foot masonry screening wall and enhanced landscape buffering adjacent to Mansfield ISD property. The development committee recommended approval with these conditions; the planning and zoning commission earlier voted to deny after a tie vote then a majority denial. Council members asked the applicant to commit to specific elevations and to return with final site plan details by second reading; council amended the PD on first reading to require the large restaurant to be a sit-down venue and to include the staff recommendations and the elevations shown in the public packet.
The motion on first reading passed (recorded 7—0 in favor), with councilmembers saying they expected detailed site-plan review to resolve outstanding circulation and emergency-access issues, provide required 3-lane egress where median geometry demands it, and confirm off-street circulation for large vehicles and service/dumpster locations.
What to watch next: detailed site-plan review by the development committee; council indicated it expects the applicant to deliver the elevations and the masonry and screening detailed in the PD packet at second reading.
