MANSFIELD — At its Nov. 3 meeting the Planning and Zoning Commission approved seven plats that together create 572 residential lots and four commercial lots and move a series of development projects forward to final engineering and recording.
Staff opened the meeting with a reminder that most plats coming to commission are ministerial approvals once zoning entitlements are in place — the commission’s role for plats is to confirm consistency with the Mansfield Subdivision Control Ordinance and the Texas Local Government Code Chapter 212. City planning staff and the development review committee recommended approval for each plat, typically subject to written statements of conditions that require minor paperwork, easement or labeling fixes before final filing.
Approved items included: the preliminary plat of The Square at Matlock (SD 25-060; approved as submitted), the preliminary plat for Heritage Parkway South (SD 25-063; approved subject to written conditions), the preliminary plat for South Mitchell townhomes (SD 24-020; approved with conditions), replat of Lots 1–3, Court Addition (SD 25-017; approved with conditions), the final plat of Lone Star Ranch Phase 3 (SD 23-033; approved with conditions), the final plat of Kinney Park (SD 25-038; 214 residential units and two parks; approved with conditions), and the final plat for West Hill Parks Phase 1 (SD 25-027; 206 single-family lots; approved with conditions).
Votes were typically recorded 6–0 with one absence noted on multiple items; commissioners said the DRC and staff had conducted technical reviews and that some conditions (labeling, easements, drainage notes and flood-study references) must be satisfied before filing.
What it means: These approvals establish lot patterns and right-of-way dedications that allow developers to proceed toward final construction plans and permitting. Because plats implement existing entitlements, they do not change permitted uses; zoning changes still require separate public hearings and council action.
