The School City of Hammond board voted to adopt Resolution 24-25-004 on Jan. 21, a joint resolution with the Hammond Teachers Federation, Local 394, opposing proposed Indiana House Bill 1136. The resolution, read into the record by the board secretary, lists multiple concerns: it says the bill would disrupt classrooms, cut support services, target high-poverty districts, undermine collective bargaining protections and replace locally elected school boards with state-appointed boards.
Doctor Wilson and multiple trustees said the resolution was intended to send a message in favor of local control and protecting public education. Trustee Candelaria moved for approval and a motion and second carried; the chair declared the ayes had it.
What the resolution says (as read): it opposes HB 1136 on grounds that the bill would disrupt learning, disproportionately affect students of color in high-poverty districts, create instability similar to prior takeovers, and threaten teachers'contracts and collective bargaining.
