Commission urges city to consider fee waivers for historic downtown rehabilitations

At the meeting the commission unanimously voted to recommend that city management consider applying neighborhood empowerment zone fee waivers to historically significant properties in the downtown district.
"What we're gonna propose is to allow preservation to be one of those items that you could ask to have those fees waived," the preservation officer said, explaining the measure would let eligible property owners request waivers for building permits and impact fees when projects meet preservation and design guidelines.
Staff said the incentive would be limited to properties within the existing downtown empowerment zone, would require owner authorization, and would be tied to recognized historic status (local landmark, National Register listing, or staff eligibility). Projects seeking relief would still need to meet rehabilitation and preservation standards and demonstrate community or economic benefit.
Commissioner Anne Wydec moved to recommend the proposal to city management; a second was recorded and commissioners voted aye. Staff will forward the recommendation to the city manager and the Economic Development Corporation for consideration.
Next steps: staff will prepare the recommendation package for city management and the EDC, including draft criteria and the point-scoring framework described in the packet.
