Commission adopts reader-friendly historic designation statement to meet state law

The Mansfield Historic Landmark Commission on Jan. 20 voted to adopt a condensed, plain-language historic designation impact statement intended to satisfy a state law requiring prospective owners be given notice of regulations, procedures, tax benefits and programs at least 15 days before the first public hearing.
Art Wright explained the legal requirement and presented a shorter, two-page version that lists applicable ordinance provisions without reproducing the entire code verbatim. "I've consolidated the 4 page statement into 2 in, like, human speech," Wright said, adding that a one-page handout would be used for outreach and that the formal, longer statement would be provided with applications.
Wright said the law requires the statement to list applicable regulations (he cited "section 155.069 of the Mansfield Code of Ordinances") and to be provided to applicants in advance of hearings. He also reported a one-page Spanish translation has been prepared by Spanish-speaking staff and suggested expanding translation efforts for other documents.
A commissioner moved to approve the revised statement and the motion was seconded; the commission approved the proposal by voice vote. Wright said he will run the condensed materials past the city attorney and notify the commission if any legal revisions are needed.
The commission recorded no roll-call tally in the transcript; the approval was taken by voice vote and the minutes state the item was approved.
