Mansfield planning staff bring draft meeting rules to commission, clarify attendance, recusal and public-comment limits

"These rules aren't meant to stop anybody from participating; they're meant to keep orderly meetings," Rodriguez told commissioners as he walked through the packet. The draft retains most prior language but reorganizes articles and adds explicit guidance on meeting timing, attendance, conflict-of-interest procedures and presentation order.
