Mansfield council approves $26.38 million advanced funding agreement for South Matlock Road

MANSFIELD, Texas — The Mansfield City Council voted unanimously Feb. 9 to approve an advanced funding agreement with the Texas Department of Transportation and regional partners to design and construct South Matlock Road from Heritage Parkway to River Birch Drive.

City staff said the agreement covers $26,383,262 in federal and state funding for the project and that the citys anticipated participation is about $6.3 million. The council approved the resolution by voice vote, recorded as carrying 7–0.

Raymond (city staff presenting) said the advance funding agreement places design work on the near-term schedule and explained the multiyear funding timeline in the staff exhibit: design is expected first, right-of-way acquisition was shown in the schedule for 2028 and construction for 2030, though staff said they will seek schedule modifications to accelerate funding releases.

A city staff presenter said the design phase is expected to take roughly 18 to 24 months and that permitting from the railroad will be required; staff described the funding as federal and state dollars facilitated through the regional council of governments and TxDOT.

Council members praised staff for securing competitive federal funding and approved the agreement after brief questions about schedule and project limits. The resolution authorizes city staff to accept the advanced funding agreement and proceed with the design and coordination steps outlined in the staff report.

Next steps: staff said they will pursue schedule adjustments with TxDOT and the regional council of governments, work with the developer-provided off-site infrastructure where appropriate, and begin the design procurement process.
