The change establishes a 72‑hour limit on parked RVs before a citation may be issued and allows the city to remove vehicles that remain after notice and a removal period.
Council clarified enforcement mechanics during debate: an officer responding to a complaint will make initial contact and that contact will start the 72‑hour period for the parked vehicle; after the 72 hours, the officer may return to verify the vehicle is still in violation and may issue a citation. If a citation is issued, a 48‑hour notice of removal will be attached; if the vehicle is not moved within that 48 hours, the city may remove it at the owner's expense. Council members also confirmed there will be no permit requirement and no numerical cap on how many times the same address can use the 72‑hour allowance.
Staff recommended a 30‑day education period after adoption to notify the public of the new enforcement procedure. Council approved the ordinance with the clarified start‑time language and removal process.
The ordinance amends local parking enforcement authority to reference relevant provisions of the Texas Transportation Code and local government code and delegates standard notification and removal procedures to the police department consistent with the elected clarifications.
