MUNCIE, Ind. — Muncie Community Schools approved a food-service management contract with Chartwells for the 2025–26 school year after district staff described a competitive procurement process overseen by the Indiana Department of Education.
Brad Jerome said the district followed the federal procurement requirements tied to program funds: the DOE observed the bid opening, reviewed source documents and approved the administration’s recommendation after a review committee of three administrators visited vendors and evaluated proposals. “Our recommendation was Chartwells, and that’s what we’re presenting in front of you tonight,” Jerome said.
Jerome told trustees that four bids were received and that solicitation notices were distributed widely; the board then moved, seconded and approved the Chartwells contract by voice vote.
Why it matters Food-service management affects meal service, federal-program compliance and meal costs to families. The district said the procurement complied with DOE rules because federal funds are involved and emphasized the DOE’s role in overseeing the process.
