Mayor Michael Evans presided over ceremonial items at the start of the meeting, including proclamations and a swearing-in ceremony.
Pastor Spencer Plumlee delivered the invocation and noted his church’s upcoming name change. Mayor Evans then swore in Tamara Bounds to her council seat; Bounds repeated the oath and was congratulated by the mayor and colleagues.
Daryl Perez, representing State Representative David Cook’s office, presented remarks honoring Assistant Chief Gary Fowler on his retirement after nearly 35 years of service to Mansfield law enforcement; Fowler thanked family and colleagues.
The council recognized the Mansfield High School JROTC team for national competition finishes and presented challenge coins. The mayor also acknowledged the Mansfield Youth Council for programming and events during its inaugural year with a brief youth council remark thanking staff and volunteers.
