Mansfield council approves multiple design and maintenance contracts for roads, water storage and parks

For Mitchell Road, the council approved a design contract with Hannah Surveying and Engineering LLC for the realignment and reconstruction design (amount not to exceed $103,691.50) and separately approved design work for a 2.0 million-gallon elevated storage tank with Friese and Nichols (design) and Bridal & Crawford (survey) with funding not to exceed $928,300 to improve distribution and pressure in the southern part of the city.
Council also approved a Shield Engineering Group contract for Hillcrest Street reconstruction and drainage improvements (not to exceed $291,768.75), with staff describing 5-foot sidewalks on both sides and potential additional inlets if drainage analysis requires them.
In smaller contracts, council approved an annual tree and shrub maintenance contract with Looks Great Service of MS Inc (not to exceed $80,000) funded partially from the general fund and partially from the Mansfield Park Facilities Development Corporation, and authorized playground safety-surface repairs at Clayton W. Chandler Park (not to exceed $92,864.85) to renew the top surfacing layer.
Council members asked about cost comparisons (repave versus full realignment) and procurement competitiveness for engineering firms; staff explained prior right-of-way donations, contingency allowances and the selection process for specialized consultants.
