Mansfield council approves most compressor permit modifications with noise conditions; one site tabled

Planning staff presented six modification requests asking to allow electric lift compressors — and temporary variances for gas-powered compressors while electrification is completed — at six well pad sites across the city. Staff explained code rules that classify compressors left onsite more than six months as permanent (which generally must be electric) and noted a 600-foot buffer used to identify nearby protected uses and residential areas.
Clayton Comstock, the city’s planning director, outlined staff’s standard conditions: compressors must be housed in acoustic sound panels, panels must be metal and painted to match production equipment, panels and enclosures must not exceed the height of the screening wall, and an ambient (no-compressor) sound study must be submitted for each site.
Council considered each site individually. For item 25-677 (Westerfield Mathis unit), staff requested additional time to discuss nearby development with TotalEnergies and the council voted to table the item (motion by Councilmember Tamara Bounds, second by Councilmember Julie Short). For item 25-679 (360 Bridal unit), Council approved the modification with Bounds’ requested additions — including clarified ambient sound-study requirements — and the motion carried (recorded as 7–0). Similar approvals were granted for Trinity Forge (25-706), Latrell (25-707) and Brown Johnson (25-708) with the same core mitigation conditions; one site was deferred where a conflict of interest or outstanding information remained.
Council and staff discussed limited, temporary variances for gas-powered compressors while operators obtain electrification, with council adding conditions that any compressor onsite longer than six months must be converted to electric per Mansfield Code 114.13(b)(1) and that a pre-installation ambient noise study be submitted within 30 days of modification. Operators present described staged electrification timelines of three to 12 months in some cases and said some sites have electrical service that needs modification to accept smaller equipment.
The approvals were procedural: they allow modifications under staff- and council-directed conditions but do not change the ordinance’s noise limits or replace required permitting steps through planning and, when applicable, the public hearing process. Council recorded motions and votes for each listed zoning case; specific conditions and sound-study requirements were added to the record for each approved site.
