Mansfield parks board approves playground surfacing, shade and turf contracts

The Mansfield Parks Facilities Development Corporation on June 19 voted unanimously to award multiple construction contracts for playground surfacing, shade structures and turf/irrigation work at city parks.
Director Mr. Burke told the board the surfacing package for Catherine Rose Memorial Park, including poured-in-place safety surfacing and synthetic turf around feature areas, was priced at about $430,000. "All of that is included in this 430,000," he said while walking members through the surfacing plan. The resolution (No. 25812) was approved by voice vote.
The board next approved Resolution 25813 to award a contract to Rolex Design Inc. for playground shade structures at Catherine Rose Memorial Park in the amount shown on the agenda (approximately $81,528). Staff said the shade structures were added to improve comfort in Texas heat and to make use of budget flexibility from lower-than-expected surfacing bids.
In a separate action the board approved Resolution 25814 to award a contract to Shade Structures Inc. for installation of shade structures at four neighborhood parks; the agenda listed the contract amount at about $360,006.29, to be paid from park development fees. Staff walked members through the footprint and orientation of each shade structure and noted some sites already have substantial tree cover.
The final contract vote, Resolution 25815, authorized Tri Tex Grass to install irrigation and turf as part of the Rose Park redevelopment at a not‑to‑exceed amount listed on the agenda (~$135,628.45). Staff clarified that the Tri Tex scope bundled irrigation and sod installation and that Tarrant County had completed grading for the site.
Board members asked about vendor experience and warranties. One staff member noted the shade fabrics typically "last anywhere from 7 to 10 years, depending" on conditions. All four resolutions passed on voice votes recorded by the chair as five–zero.
The board took the actions during the meeting's new-business portion and then moved into a scheduled budget work session. The contracts will proceed to vendor execution and to the construction phase according to the timelines staff previewed. The meeting adjourned at about 8:27 p.m.
