The funds will cover long‑lead materials, core construction testing, and construction controls to keep the overall schedule aligned; staff emphasized that purchasing certain long‑lead items now will reduce schedule risk and allow contractors to be on site when needed. Vertical construction (GMP 2) will return to council at a later date for contract authorization.
Council approved the request unanimously, 7–0, and thanked staff for the cost‑saving work during preconstruction.
