The Mansfield City Council approved two development items on June 23: a specific‑use permit for a Murphy Oil convenience store at 2981 Matlock Road and second‑reading approval of a 46‑acre planned development that would accommodate a Costco on the north pad and mixed commercial uses to the south.
Planning staff described the Murphy Oil application as a consolidation and redevelopment of an existing kiosk into a 1,400‑square‑foot convenience store with a 5,600‑square‑foot canopy, replacement of existing fuel tanks to meet current standards, an ADA ramp and improved landscaping. The council opened and closed the public hearing without public opposition and approved the SUP 7–0.
On the larger rezoning, staff presented an illustrative plan intended for context; council had previously limited drive‑throughs on first reading and, after staff and applicant discussions, the PD was returned with a condition requiring special‑use permits for drive‑through restaurants and allowing three drive‑throughs in Subdistrict B (the south portion) subject to future SUP approval. Planning staff said the Planning & Zoning Commission recommended approval 5–1 and staff supported the PD with the updated drive‑through conditions.
Resident Robert Morris spoke in favor of the Costco location, noting potential sales‑tax benefits and suggesting the council allow flexibility for restaurants because the area south of town may become undersupplied for restaurant choices. "I fully support the location and the construction of the Costco store in South Mansfield," Morris told council.
Both items carried by unanimous 7–0 votes. Council directed continued coordination with TxDOT, design and traffic analyses as projects advance to ensure safe access and appropriate mitigation of congestion at major ramps.
