Jason Moore and EDC staff presented an updated strategic plan and incentive policy draft during a joint session with the council, seeking feedback ahead of a July draft and an anticipated August council consideration.
Moore framed the plan around strengths, weaknesses, opportunities and threats and highlighted target clusters — including sports, entertainment and life‑science opportunities tied to the city’s recent investments. He said the EDC’s work is intended to "market and sell the city" and to provide tools so developers and businesses know "Why Mansfield?" as they evaluate projects.
A major portion of the discussion focused on downtown. Council members and staff debated potential tools to support property improvements during a disruptive downtown street‑rebuild: façade improvement grants, rent‑backstop criteria and temporary rent‑abatement programs were all discussed. Several council members warned that city grants intended for tenants often flow to landlords as higher rents; they asked staff to consider program design that ties incentives to building improvements and includes enforceable conditions. As one council member put it, grant language can include conditions so that "if you accept the money, then..." certain public‑interest conditions (such as pass‑through limits) would apply.
Staff also described financing tools for larger infrastructure — public improvement districts (PIDs), TIRZ/TIRS overlays and targeted special districts — and said they are discussing those options with developers to accelerate needed road and utility work in growth corridors such as Western Promise and Debbie/Matlock.
EDC staff said they will return with a draft policy and implementation details in mid‑July. Council asked staff to prioritize between downtown and other urgent infrastructure needs and to bring sample program language for façade grants and any tenant‑protection conditions that could be applied.
