The Mansfield Park Facilities Development Corporation voted 7–0 July 8 to approve an amendment to the lease for Mansfield National Golf Course that allows the operator, ARCUS, to sublease a portion of the driving range to the KJ Choi Foundation.
Staff said the foundation plans a "dream nest" youth development academy, a small indoor training facility with three covered bays that fire back into the driving range and a modest parking lot. The foundation proposed a $2,000,000 investment for the site and would run camps and training programs; staff emphasized that ARCUS’s existing programming could continue when the foundation is not using the facility.
Amendment No.1 would permit subleasing, require city approval for any future improvements exceeding $25,000, prohibit political activity by subtenants, and allow the city to require off‑duty municipal police security if needed. Board members asked whether the facility would be open to the public; staff said the facility would generally be programmed by the operator and subtenant and could be rented or used for paid programs but would not operate as an open public park.
The board approved the amendment in a single vote. Staff said further details would be worked out in the sublease agreement between ARCUS and the foundation and any subsequent approvals needed by the city.
