Kokomo board approves nearly $242,000 in change orders and millions in pay applications for conference center

On Feb. 25 the Kokomo Board of Public Works and Safety approved multiple change orders and pay applications for the Kokomo Conference Center project.

Chair presented potential change orders (numbers listed in the project packet) totaling $241,876.79 and said the owner’s representative, Veritas Group, and the Howard County CVB had reviewed and recommended approval. "These were reviewed by the CVB at its 02/18/2026 meeting," the Chair said, adding that Veritas recommended approval of the PCL-requested items in the stated amount.

The board also approved pay applications and invoices tied to the same project. Documents provided to the board included Hagerman partial release/pay application 19 for $33,344, Hagerman pay application 20 for $1,708,473.63, Envelope IQ pay application 4 for $185,942.99, Veritas Group invoice 205081 for $7,116.20, and invoice 1100981 listed in the packet for $2,929.50 (the vendor name appears inconsistently in meeting materials). The Chair said the CVB had preliminarily approved these payment recommendations at its Feb. 18 meeting.

A Committee member moved to approve the change orders and the pay applications; the Chair seconded and the board voted unanimously to approve the items.

The approvals authorize payment recommendations and execution of the listed change orders; the record shows the board relied on documentation and recommendations from Veritas Group, Hagerman, and the CVB. The board did not identify any dissent or conditions attached to the approvals during the meeting.
