The Mansfield City Council approved a performance‑based economic incentive agreement on July 14 designed to support an expansion by Klein Tools (presented as Zaha Group Inc.) that staff said would add roughly 125,000 square feet of Class‑A office and research space and as many as 400 new jobs.
Presenter Jason Moore described the proposal as a multi‑year expansion that would preserve existing property tax receipts (retaining baseline property tax revenue) while rebating incremental property‑tax revenue created by the expansion back to the company for a period to support construction and job creation. Staff estimated the city would retain roughly $20.8 million in property taxes across the modeled period, and after a $500,000 Mansfield Economic Development Corporation (MEDC) grant and other allowances, estimated a conservative net of approximately $4.8 million in retained city revenue over the life of the agreement.
The agreement includes performance metrics and clawbacks: the company would be required to create a minimum number of jobs (40 per year over ten years up to 400) with minimum total compensation levels of $75,000 for the new jobs, and the grant payments from the EDC would be tied to those measures. Staff emphasized that the EDC and the city will withhold grants if performance targets are not met and that the agreement contains remedies for default.
Council members asked for clarity about salary versus total compensation; staff said the total compensation target includes salary plus benefits and estimated salaries in the $85,000–$95,000 range for many positions that would meet the $100,000 total compensation threshold for at least half the new hires. The motion passed with council approval recorded as five‑one with one abstention.
