Buchanan County board advances VSBA policy updates and hears tutoring and cell-phone policy proposals

The Buchanan County School Board used its June 18 meeting to advance policy work and review statewide-supported tutoring initiatives.
Sherry Fletcher, division superintendent, described the All In Virginia Tutoring Plan endorsed by the governor and the Virginia Department of Education and explained the division playbook is posted on the district website. Fletcher said the program focuses on high-dosage tutoring in reading and math for kindergarten through eighth grade delivered before, during and after school, and that the division will implement daily tutoring for grades 3–8 as part of recovery efforts tied to recent SOL data.
On policy, the board conducted a first reading of a large number of VSBA policies (acronyms listed in the packet). Fletcher and board members highlighted specific changes, proposed deletions and wording updates to reflect block scheduling, attendance refinements, exam exemptions and student-conduct updates. The board emphasized that this is a first reading and redlined versions would be uploaded for member review prior to a second reading and potential adoption.
Board member (speaker 28) proposed amending the division's communication/device policy to turn off open Internet during school hours and impose escalating consequences for unauthorized cell-phone use (confiscation on first offense, parent pickup second offense, in-school suspension third offense and out-of-school suspension on a fourth offense). Board members discussed enforcement challenges on buses and the potential need for technology solutions; the proposal was treated as a first reading and will return for another vote after review.
Members asked staff to provide more detail on proposed deletions and changes and to upload redline documents; the board agreed to take the next thirty days to study the materials ahead of a subsequent meeting.
The meeting also included updates on STEM programming for elementary grades with a request for an October implementation update after the first nine weeks.
