Committee recommends mailbox move and restricted access to Corey Street for courthouse security

The Street, Sidewalks and Parking Committee recommended that the city proceed with Concept B for the area around Main Cross and Southwest Street, including moving the public mailbox to the alley and instituting permanent restricted access on Corey Street.

The Chair opened the item and turned the discussion to staff, who presented two conceptual layouts intended to improve circulation near the post office, courthouse and other municipal buildings. A staff member said the post office review of vehicle sizes and operations is underway and emphasized that both design options preserve parking while improving traffic flow. "We're not taking any parking away," the Committee member said, adding that one configuration yields a net gain of one parking spot.

Public-safety personnel framed the proposal as an "enhanced security" measure rather than a routine traffic change. A police department official said the shift would protect officers, judges, court staff and detained individuals and could improve emergency response, noting past collisions at the nearby intersection and threats against judges. "The safety and security of the law enforcement officers... and the incarcerated people, elected officials and those people" was cited as central to the recommendation.

Staff also explained operational steps if the committee advances the plan: petitioning to vacate Easton Alley so the post office could use it for ingress/egress, and reconfiguring parking from reverse-angle to parallel in one concept. They said crosswalk treatments would follow the Ohio Manual Uniform Traffic Control Devices, and that the design would include visible pavement markings ("piano keys") where warranted by the manual.

The committee debated whether to call the change a "safety" or "security" measure; the Chair said the security framing better captures the courthouse and judicial concerns, but members agreed to use staff guidance when describing the plan to the public. After clarifying questions, a motion to forward Concept B (which retains the post office driveway, moves the mailbox, and establishes restricted access on Corey Street) was moved and seconded. The Chair and another member voted in favor and the committee carried the recommendation to send to council for legislation and further drafting.

Next steps: staff will finalize concept drawings, continue coordination with the postal service, draft legislation (including any alley-vacation language) and schedule the recommendation for council consideration. The committee noted the timing of the next council meeting when scheduling; the legislation will include the specific wording to create restricted access and any signage or gate controls.
