Barrow Community Foundation asks school board for more time on Winder Legacy Park transfer

The Barrow Community Foundation asked the Barrow County Board of Education on June 30 for additional time to finalize terms for transfer and long‑term operation of Winder Legacy Park.
Joe Purnow of system operations introduced the item and invited Chris Maddox of the Barrow Community Foundation to speak. Maddox said the foundation has raised “over $5,500,000 to build out phase 1 of the park,” and that it holds roughly $400,000 in reserve for phase 2 work. He said the foundation wants to ensure the property can be transferred under terms that preserve the park’s perpetual operation and asked the school system for more time to work through details with the city of Winder and the foundation.
After the presentation the chair asked for a motion to extend ownership/negotiation timelines until Aug. 14. The motion (recorded as moved by Ms. Bradford and seconded by Ms. Hendricks) was approved by voice/hand raise.
What happens next: staff and the foundation will continue negotiating transfer terms with the district and the City of Winder; the board’s extension gives the parties extra time to work toward a permanent operating arrangement for the park.
