Consultant apologizes for TIF mailing oversight; Lisle to reestablish two districts at no cost to village

Lisle officials were told on Feb. 24 that two Tax Increment Financing (TIF) districts will be terminated and reestablished after a consultant inadvertently omitted a required mailing to an overlapping taxing district.

Caitlin Johnson, senior vice president with SB Friedman, told the Committee of the Whole that the firm omitted the DuPage Water Commission from the statutory mailing list because that taxing body currently levies 0% and thus was not on the compiled list. "I do accept ownership over what happened," Johnson said, offering a "sincere apology" and saying SB Friedman will reestablish the two TIF districts and pay the cost of required mailings and staff time "at no cost to the village." She added the reestablishment will reset the TIF baseline and "provide an extra year" of increment collection for redevelopment goals.

Special Counsel Mike Jerusick said the reestablishment is expected to be a truncated process of about four to five months if restarted in March, with completion anticipated in late June or July. Trustees asked whether the correction would affect an ongoing Route 53 project; staff and the consultant said there are no redevelopment agreements yet tied to that project that would be undone and that any necessary amendments to inducement resolutions would be handled under the new district terms.

The discussion was informational and no action was required of the committee that night; staff said they will proceed with the outlined schedule and provide the board with the schedule and documents described in the packet.
