New state law ends Planning & Zoning Commission's automatic role on Mansfield capital advisory committee

Staff told the Commission that Senate Bill 1883 requires capital-improvement advisory committees to be at least 50% construction/real-estate professionals and removed the automatic allowance for the Planning and Zoning Commission to serve as the CIAC; future committee members will be appointed by the city council.
During closing announcements, staff told the Planning and Zoning Commission that the 80th Texas Legislature passed Senate Bill 1883, which changes the statutory makeup of capital-improvement advisory committees.
"Senate Bill 1883 ... actually now requires that 50% of the Capital Improvements Advisory Committee be made up of those types of professionals, so real estate professionals, construction professionals, engineers," a staff member said, adding that the bill "removed the allowance for the Planning and Zoning Commission to serve explicitly as the Capital Improvements Advisory Committee."
Staff said the new CIAC will be appointed by city council and that it is possible some commissioners could be appointed to the new advisory panel. The staff team — including Raymond and others — will work with city leadership to assemble the committee and define roles and responsibilities.
The announcement was informational; commissioners did not take a formal vote on the committee change during the meeting. Staff directed commissioners and the public to the city's capital-projects dashboard and maps for presentation materials and schedules.
