Council approves CDBG funding and JR West Texas Concrete contract for Elizabeth Lane improvements

The council approved a resolution on Aug. 25 authorizing the city's participation in the Elizabeth Lane paving and sidewalk project using a Community Development Block Grant (CDBG).
City staff explained that the original low bidder declined to begin construction after award in April; Tarrant County and staff contacted other bidders and JR West Texas Concrete LLC agreed to honor its bid. That results in a construction contract of $1,131,411.90 and a city contribution (including testing, survey and contingency) bringing the total city participation to approximately $882,488.90; the CDBG authorization was noted as not to exceed $1,313,773.27.
Staff said the new contract is roughly $30,000 higher than the prior award but that rebidding would cause further delay. The council approved the resolution and contract award by unanimous vote.
