After reconvening from executive session on Aug. 25, Councilmember Newsome moved that the council terminate its contract with Wyatt Hamilton Finley, PLLC as city attorney and appoint Victor Flores as the city’s in‑house counsel effective immediately. Councilmember Bounds seconded the motion. The council then called for votes; the motion carried unanimously, 7–0.
Newsome read the proposed motion on the record, which directed the mayor to execute an employment agreement with Victor Flores for city legal services, effective immediately. The council did not debate the motion on the public record at length before calling the vote. The vote was recorded as 7–0 in favor of the appointment.
Staff will proceed to implement the personnel action and complete the employment agreement and administrative steps to transition legal services to the in‑house counsel arrangement.
