Council approves $433,177 contract to install new library chiller after months of work

The Livonia City Council approved a contract to install a ground-mounted air-cooled chiller at the Robert and Janet Bennett Civic Center Library, awarding the work to Engineered Comfort Systems for $433,177.30 to cover demolition, site work, piping and installation.
Assistant City Engineer Dave Lear told council the chiller ordered for the library will arrive later in the year and the bid covers site work and preparation. “We went out for bids, and the lowest qualified bidder was Engineered Comfort Systems... We would like to get approval for awarding a contract in the amount of $433,177.30,” Lear said.
Council members asked for clarity on the scope, interior piping work and crane logistics. Vice president said she had “a little bit of sticker shock” at the installation price and asked to confirm that the amount covered installation only because the city already purchased the unit. Lear confirmed the installed price includes demolition, internal piping and a new pad outside the building; the contractor will also supply crane services to offload the unit and remove the old system.
Council moved the item to the regular portion of the meeting for additional review and then approved the award on regular.
Next steps: Site preparation will begin so the city is ready when the chiller arrives; staff will provide bid specifications and design clarifications per council requests.
