At a Feb. 18, 2026 Levy County Special Magistrate hearing, Norm Fugate found the property owned by Edward and Debbie Gufford remained noncompliant after a double‑wide trailer burned and debris remained on site.
Bradley Frazier told the hearing he had attempted contact with the owners without success and that the property currently appears unoccupied; county records showed 2025 taxes unpaid in the amount of $63. Fugate said he would quantify and impose the $200‑per‑day fine that his prior September order specified and directed staff to calculate the total through the current date.
Fugate said the fine would continue on a per‑day basis until the condition is cured and that he would recommend the county commission consider cleanup to abate the nuisance if appropriate.
