Magistrate orders $100‑per‑day fines for vacant Mitchell/Mills property; recommends county action

Special Magistrate Norm Fugate returned to a prior Oct. 23, 2025 order regarding a vacant parcel owned by Shanti Mitchell and Kendrick Mills and found the property remained noncompliant.
Bradley Frazier, Levy County code enforcement officer, said his updated photos show the motor home and trash remain on the parcel and that compliance had not been achieved. Fugate observed that his earlier order imposed an initial $100‑per‑day fine for each violation commencing Nov. 22, 2025; he directed staff to quantify the accrued fines through the present and include that figure in the order.
Fugate said the order will state the fines continue to accrue on the property and gave the county the option to pursue claiming the property as a means to resolve outstanding obligations. He asked staff whether they wanted to recommend the county claim the parcel; staff responded affirmatively.
The magistrate instructed code enforcement to produce an updated noncompliance order quantifying the fines and documenting continuing accrual until the violations are cured.
