Commission approves $8,535 task assignment to design new retention pond for county campus parking lot

County development staff presented a task assignment to design and construct a new retention pond to serve a planned parking lot on county property and to replace an unpermitted pond currently taking much of the parcel. The board approved Task Assignment No. 1 to Task Assignment 2025-2 with Locklear for $8,535.
Beau (county development staff) said the current retention pond across Gardner Street was never permitted and effectively occupied the entire lot; the new pond will be relocated and enlarged (two to three times the size of the current pond by staff estimate) to handle overflow and future development on the campus. Commissioners asked about location (by the old softball field), the flow path to the new pond and the comparative size. Staff said the new pond will serve the new parking lot and avoid future expansions.
The board approved the task assignment by motion and voice vote.
Staff will proceed with design and coordinate permitting for the new retention pond so the parking-lot project can move forward.
