Levy County reallocates $150,000 for planning services and adopts a $6.64 million budget amendment for capital projects

The Levy County Board of County Commissioners approved two budget actions and several finance items during the meeting.
Finance director Jason Rivera asked the board to reallocate $150,000 from the reserve for contingencies to pay for planning professional services from North Florida Professional Services Inc. Rivera said the planning department is short-staffed and needs third-party assistance while staffing and HR decisions are settled. Staff noted the county currently has one full-time planner handling intake while another position is open and another position is largely used for GIS work; commissioners asked whether hiring more planners versus using consultants would be more cost-effective in the longer term.
Separately, the board held a public hearing and adopted a resolution to amend the FY 2025-26 budget by $6,642,236 to recognize insurance proceeds and state grant revenues and to appropriate funds for multiple capital and grant-funded projects. Staff explained interfund transfers are sometimes required and that Florida statute requires a public hearing when appropriations are changed between funds.
Other finance actions approved by motion included writing off $335,335.02 in uncollected water bills (dating to 2022 and involving five accounts) and approving expenditures totaling $1,131,537.36. Staff noted the write-off figures reflected applied deposits and the accounts may include customers who are deceased.
Commissioners directed staff to refine contract language where necessary and to return with any additional budget or procurement documentation needed for transparency and compliance with statutory requirements.
