Commissioners discussed conflict-of-interest protections and the need for the current county attorney to review the draft agreement before final execution.
Mary Ellen Harper, the county's lead accounting manager, told the board staff would work with the current attorney to ensure conflict provisions are addressed and then return with the finalized instrument. Harper said the county would not delay operations but preferred to bring clear parameters to the next meeting to authorize a valid delegation.
After an amendment—moving final signature authority until the next meeting pending attorney approval—the board approved the interim arrangement by voice vote. The action is intended as a short-term measure while the county issues a formal request for proposals.
