Levy County approves OpenGov asset-management contract and two SHIP renovation payments

The road department requested and received approval to purchase enterprise asset-management maintenance from OpenGov for $24,431 (01/01/2026'09/30/2026), which staff said will improve GIS-linked asset tracking, work-order management and public-record retrieval. The board recorded a motion and second and moved the item forward.
The board approved two payments under the county's SHIP (State Housing Initiatives Partnership) program: a $26,950 payment to Skyline Construction and Renovations for completed renovations at 504 NE 4th St., Chiefland, and a $30,000 payment for a separate approved renovation. Both payments were described by staff as meeting SHIP plan criteria and were approved by voice vote.
Separately, staff brought forward task assignment 2025-13: a $369,800 state grant-funded contract with Dewberry Engineers to develop a phase-2 adaptation plan (vulnerability assessment already completed). A resident, Diane Gart, raised a conflict-of-interest concern because Dewberry is also involved with a separate 30-mile sewer project; staff said the board could consider alternate engineers under continuing-services contracts but had chosen Dewberry to continue the dataset.
